The owner said “they are not spoiled” … This last weekend I found these dogs an irresistible photo opportunity. They are cute aren’t they?

These two look quite well-cared-for. And they are, as you say, very cute indeed. The white one looks a lot like my little Maltese.

Olivier, I agree that the dog’s first instinct must be to run. However, I suspect these have been trained and may receive treats at the end of their stroll if they are good.
Annie, you have a point. This may be more tolerable for the parent than chasing after the pups.
Sophieandersen, I assume the owner was being sarcastic.
Z, they appear to be well trained dogs. I suspect the owners allow them to run and play in certain areas.
